The Congress of Vienna solved nothing and led straight to World War I

After the downfall of Napoleon, heads of state and their representatives arranged a series of meetings in order to redraw the map of Europe. Collectively, these are known as the Congress of Vienna. Some historians argue that the Congress succeeded in ushering in nearly 100 years of peace and established the modern system of diplomacy. Others maintain that it solved nothing and laid the basis for rising tensions that culminated in two devastating world wars.
