As many Afghan poppy farmers, Mexican gangsters and metropolitan partygoers can tell you, the war which Ronald Reagan declared on drugs has yet to be won. Despite the best efforts of law enforcement around the world, prohibition has not been an effective policy, and illegal drugs have become more and more easily available. Currently, the illegality of drugs empowers criminals, criminalises casual dope smokers and stigmatises addicts. But would a world in which every substance was legal be any better?
